Italian Deputy Foreign Minister Manlio Di Stefano confirmed that Rome had submitted a four-stage plan to the UN on how to resolve the conflict in Ukraine. EU diplomat Josep Borrell said:

“We support any effort to end this conflict. However, we are in favor of an immediate ceasefire and the complete withdrawal of Russian troops from the territory of Ukraine. As for the conditions, the decision is up to Ukraine,” Borrell said.

He also noted that the EU hopes that during the negotiations on the settlement, Kyiv will be "in a strong position."
