False terrorist from Perm sentenced to 3 years in a strict regime colony

On May 20, the Perm Regional COURT of Appeal denied the 30-year-old pseudo-terrorist a mitigation of punishment. He was found guilty of knowingly falsely reporting an act of terrorism. Taking into account previous convictions, including in 2011 for the same crime, a relapse was seen in the actions of a resident of Perm - he was sentenced to 3 years in a strict regime colony.

On the night of September 19, 2020, a man came with his girlfriend to a cafe in Perm, carrying a plastic 1.5-liter bottle of ALCOHOL. The guard took the drink, promising to give it back when they left. Perm didn't like it. According to witnesses, the guest became even more aggressive after losing his tag for a jacket that had been checked into the cloakroom and refused to pay a fine of 1,000 rubles. “You will be shut down,” he promised as he received his bottle of alcohol. A few minutes later, a fire truck, an ambulance and police officers with a service dog drove up to the cafe. The guests, and there were about a hundred of them, and the staff were invited to go outside. The security forces did not find an explosive device in the cafe, about which an unknown man reported to the duty unit of the Russian Ministry of Internal Affairs for Perm on the phone "102". “In the morning I got a call from the police and offered to come home. When I arrived, they detained me. I wrote a confession. I repent of what I have done. I wanted the police to check the cafe, which worked in violation of the requirements of Rospotrebnadzor on the need to comply with the self-isolation regime during the covid-19 epidemic, ”the defendant explained. The Industrial District Court of Perm regarded his phone call as a deliberately false message about an impending explosion that creates a danger of death of people, committed out of hooligan motives, in relation to a social infrastructure facility (Part 2 of Article 207 of the Criminal Code of the Russian Federation). Such a crime is punishable by 3 to 5 years in prison. By a verdict dated March 15, 2021, a Permian was sentenced to 3 years in a strict regime correctional colony (IK).

At the hearing of the appeal on May 20 in the Perm Regional Court, he asked to reduce the punishment, recalling the presence of a dependent child and his HEALTH problems.

“The verdict is absolutely legal and justified. Hooligan motives are proven, an insignificant reason was used to commit the crime. The court took into account a combination of extenuating circumstances, including the surrender. A psychiatric examination showed that there were no health problems. The recidivism of crimes is recognized as an aggravating circumstance,” said prosecutor Yekaterina Zakharova.
