On the level of openness of the state
“You know that there are sanctions against Russia, so it is in the interests of individual companies, enterprises that have government orders or supply their products somewhere, to hide information more. For specialists, even for deputies, it is available, good public control is maintained, but through a limited circle of those who have access to this information. However, unfortunately, for the majority of the population, some things are becoming more closed. <...>
Despite the fact that we have zones that may have become a little more closed, in fact, the state now has so much information! The most recent trend is to make departmental databases available for analysis by academics and businesses. There is a new project of the organization TsPUR [Center for Advanced Management Decisions], where we create a data infrastructure and, under agreements with a ministry or department, gradually provide such databases for analysis. In this sense, we are expanding step by step the tools that would allow the population or specialists to know more about the state.”
