What restrictions are introduced by the authorities of different regions of the Northwestern Federal District and how they differ, the correspondent of RBC Kaliningrad found out.

The only relative indicator for comparing the situation in regions with different populations is the level of herd immunity. This is the proportion of citizens of the region who have been vaccinated or have been ill with coronavirus in the last six months.
The leader in this index among the regions of the NWFD is St. Petersburg, where almost 64% of the population has already met with covid in the last six months. The top five regions with the highest level of herd immunity included the Republic of Karelia (63.5%), the Nenets Autonomous Okrug (60.6%), the Murmansk Region (59%) and Komi (56.1%). Only two regions have figures below the average Russian level - Leningrad (37.3%) and Vologda (46%) regions.

Analyzing data on herd immunity and mortality from covid in the Northwestern Federal District, the editorial journalist did not reveal a direct relationship between these two criteria. That is, not always with a high percentage of vaccinated and recovered patients, the proportion of deaths from COVID is small. And vice versa.
For example, in Karelia, where more than 63% of the population is already immune from the disease, 1.3% of those infected died from covid complications. In the Murmansk region, where 59% of citizens have been vaccinated and recovered, the mortality rate among severe patients is twice as high - 2.9%. One of the outsiders in terms of the number of vaccinated and survived the disease is the Novgorod region (49.4%), while at the same time it has the lowest mortality rate (1%). In the Kaliningrad region, which has an average level of immunity (55.4%), the percentage of deaths is also low (1.3%). During the epidemic in the region, 957 people died ().
What is possible and what is not
Only in two regions - the Kaliningrad and Pskov regions - did the authorities set the final () terms for the covid-free regime. In the westernmost region of the country, without a QR code, it will be impossible to get into shopping centers, catering points, cultural and tourism facilities until February 1, in Pskov - until the end of the New Year holidays. The authorities of the other subjects of the North-Western District have not yet given clear instructions on the duration of the restrictions. For example, in the Vologda Oblast, during a meeting of the operational headquarters, it was reported that it would be possible to talk about the removal of the QR code regime only when collective immunity reaches 80%.

Judging by the open data of the Information Center for Monitoring the Situation with Coronavirus, the prohibition measures in the regions of the Northwestern Federal District are largely similar. After the end of the lockdown, most areas introduced bans on entry without QR codes to large shopping centers, cafes, restaurants, cinemas and government agencies. Gatherings and cultural events are not permitted.
Everyone's different
At the same time, each region of the county has its own unique restrictions and rules.
For example, in the Arkhangelsk region , the interests of those citizens who have contraindications to vaccination were taken into account. In order to get into public places, in addition to the QR code, it is allowed to present documents on the medical exemption, a negative PCR test or a certificate of COVID.
In the Vologda Oblast , where one of the lowest rates of herd immunity (46%), business events, congresses, and group visits to museums are allowed using a QR code. Planned medical care can only be received by citizens with a code, a negative test or a certificate.
You can't get a haircut in the Novgorod region . For now, everyone will have to grow hair - both vaccinated and anti-vaxxers. The activities of hairdressing, cosmetic, massage salons have been suspended. But you can go to the bath or sauna, only if you do not swim there in the pool. You can also get married and get married, but guests will not be allowed into the registry office - only the groom, bride and witnesses.
In the Kaliningrad region , from November 8, only vaccinated and recovered patients can enter state institutions (). On November 10, the procedure for visiting state structures was supplemented - for the unvaccinated, access is open only with a PCR test.
The Pskov region has perhaps the longest list of bans in the district. Some of them are not found anywhere else. For example, there is a separate time for shopping for pensioners. Grocery stores from 9 a.m. to 11 a.m. can only be visited by citizens over 60 years of age. Another feature of the region: all visitors from the regions of RUSSIA must first go into self-isolation.
There are organizations in Karelia that have so-called herd immunity passports. There are no taboos for the unvaccinated. This means that if the team of COVID-free enterprises () has been vaccinated, it is not necessary to require QR codes from visitors.

The operational headquarters of the Leningrad Region and St. Petersburg considered it necessary to open public places for visiting citizens who have a medical exemption from the vaccine. The covid-free regime in the service sector is introduced from November 15, for other institutions - from December 1.
In the Murmansk region , banquets and corporate parties are prohibited, but only if the company is very large. Celebrations in cafes and restaurants for groups of up to 25 people are allowed. A unique limitation is the ban on work with the population of social service agencies.
Epidemiological control posts have been installed at the entrance to the Nenets Autonomous Okrug (). Its employees check the presence of QR codes or a certificate of illness from visitors. The authorities did this to reduce the number of so-called imported cases. All residents of the Nenets Autonomous Okrug who returned from other regions are sent to a two-week quarantine. A feature of local restrictions was a complete ban on the provision of services to senior citizens (65 years and older).
