The State Duma has deprived the deputy from the Communist Party of the Russian Federation Valery Rashkin of his mandate. 337 deputies voted for, 58 against. Rashkin was a deputy from the third to the eighth convocations.

At the end of October 2021, hunting supervision officers detained Rashkin in a forest in the Saratov region. He was driving a car in the trunk of which they found a butchered elk carcass. At the place of butchering the animal, they found a gun with a night vision scope, cartridges for it, and a hunting ticket in the name of Rashkin. At the same time, the deputy did not have permission to shoot the elk.

At first, the communist said that he found the carcass of an elk when he was walking in the forest and suggested that his comrades take it to the police. “We loaded it into the trunk and drove off a little, and here is a whole horde of FSB officers, police, environmental structures,” he said. Rashkin also denied that he was drunk and suggested that he could be the victim of a provocation.

However, in mid-November, Rashkin admitted that his friends offered him fishing and hunting and assured him that they had the necessary permits. He took with him a carbine, tripod and optical binoculars and went hunting alone. Not far from the edge of the forest, Rashkin noticed, as he thought, a wild boar. The deputy shot twice at the animal, and when he approached its corpse, he realized that it was an elk. He butchered the carcass, but realized that he could not load it into the trunk himself, so he went for a friend.

“I realized that I was the victim of a combination of circumstances when I arrived at the invitation of friends for fishing and possible hunting. I turned out to be misled by information about the availability of legal and formal documents for hunting, ”Rashkin noted. He promised to buy a moose cow and release it into the wild in the Saratov region.

At the end of November, the State Duma deprived Rashkin of his parliamentary immunity, which made it possible to open a criminal case against him under Part 2 of Art. 258 of the Criminal Code (illegal hunting by a group of persons by prior agreement). The state prosecution asked the court to give Rashkin 3.5 years probation, the defense insisted on stopping the criminal prosecution and imposing a fine.

On April 22, the Kalininsky District Court of the Saratov Region appointed Rashkin a three-year suspended sentence with a two-year probationary period, with the deprivation of the right to engage in activities related to hunting also for two years. Lawyer Konstantin Lazarev considered the court's decision unfair, since Rashkin violated the law alone, and he was charged with an article on hunting by a group of people. The defense filed an appeal, but the court upheld the verdict.

Otari Arshba, chairman of the State Duma commission on mandate issues, said that a decision on Rashkin would be made in any case. He explained that the commission had no right to discuss the legality or illegality of a court decision.
