The UN Security Council and the Bretton Woods system need to be reformed and brought into line with the "realities of today's world," Secretary General of the organization António Guterres said at the G7 summit, REUTERS writes .
Both institutions reflect the balance of power in 1945, he noted, and argued that "the global financial architecture is outdated, dysfunctional and unfair."
In the face of the economic turmoil caused by the covid-19 pandemic and the military operation in Ukraine , "it has failed to fulfill its core function as a global social safety net," Guterres said.
The UN Security Council consists of 15 states, five of which are permanent: RUSSIA , the United States , CHINA , Great Britain France , the rest are non-permanent, which are elected for a two-year term. Now Brazil , Japan , Switzerland , Mozambique, Gabon, Malta, Albania, Ecuador, UAE and Ghana sit there . The five permanent members have the power of veto.
The Bretton Woods system was established in 1944 as a result of the conference of the same name, it established the rules for trade and financial relations between the United States, Western European countries, Japan and Australia. Agreements were signed to form the World Bank and the IMF . The price of gold was fixed, the principle of devaluations and revaluations was introduced, and the US DOLLAR became the key currency . Due to balance of payments problems, in 1971 the United States banned the conversion of the dollar into gold for central banks, which was the finale of the Bretton Woods system. It was replaced by the Jamaican currency system, based on the free conversion of currencies.
Leaders of various countries have previously made calls for reforming the UN Security Council. Russian President Vladimir Putin called for bringing "global diversity" there and to include the states of Asia, Africa and Latin America, American President Joe Biden also advocated expanding the list of permanent and non-permanent members. Washington sees this as a way to reduce the influence of Russia and China .
The Ukrainian authorities demanded to exclude Russia from the Security Council for the start of a military operation. “From my point of view, a mechanism for suspension of membership should be established: I am not talking about the complete exclusion of Russia, but at least the suspension of Russia's membership in the Security Council,” suggested the head of the European Council, Charles Michel.
