
The State Assembly of Bashkiria sent to the State Duma an amendment to the draft federal law "On the sanitary and epidemiological well-being of the population", adopted in December in the first reading and sent for consideration to the regional parliaments. The deputies of Bashkiria proposed to supplement the list of objects for access to which it would not be necessary to present a certificate of vaccination.
“It is proposed to add medical organizations to the list of such facilities. The right of citizens to medical care is guaranteed by the Constitution. A patient cannot be denied either planned or even emergency care on the grounds that he has not been vaccinated, ”commented Konstantin Tolkachev, speaker of the State Assembly.
The bill on QR codes, aimed at preventing the spread of a new CORONAVIRUS infection, provides that venues for mass events, cultural organizations, public catering, and retail trade will be closed to citizens who have not been vaccinated against covid-19 , who have not been ill with it for six months and who do not have contraindications to vaccination, and also without an identity card. Without presenting supporting documents, it will be possible to visit pharmacies and shops selling food and essential goods.
The State Assembly noted that, in general, the deputies support the concept of the bill. According to Konstantin Tolkachev, checking QR codes will not only help limit the access of potential spreaders of the virus to crowded places and contain the spread of the disease, but will also be an additional motivation for vaccination.
